Minutes of the first Vidyalaya  Management Committee meeting which was  held  at 11.30 A.M on 13th September  2016 in the Principal�s chamber, KV, ONGC, Rajahmundry, A.P
The Hon�ble Chairman (N), VMC presided over the 1st meeting of the Vidyalaya Management Committee  of KV ONGC held on 13th September,2016 at 11.30 A.M in Principal�s Chamber. The list of members and Special Invitees who attended the meeting is at Annexure----- A.
 
ITEM-1:
-The Committee reviewed the minutes of last VMC (third VMC meeting for the years 2010-15 held on  1-03-2015).
-The Principal then read out the names of gifted students of classes I-XII.
 
ITEM-2: Achievements  of the Vidyalaya
-Activities and achievements of this year till date were briefed by the principal to the members of VMC. The fact that a good number of students have been selected for KVS National Sports Meet2011 & one science Exhibit getting selected for KVS National Science Exhibition, was appreciated by the members . The following are the medals bagged by the Vidyalaya at KVS Regional sports meet 2015.

Result Analysis of Board and Internal examination 2015-16.
Result analysis for the classes� I-XII 2015-16 was discussed. It has been informed to all the members of VMC, that the Vidyalaya has been receiving the Certificate of Excellence for stellar performance on the academic front in the CBSE board examinations continuously since the year 2007. This year too (ie 2016 ) we expect to be conferred with this honour .Also he gave the comparison results of classes X and XII for last 3 years along with performance index.

The Principal of K.V ONGC, welcomed Shri. Sushil Kumar GM(Fin),ONGC & Chairman(N), VMC,  Sh.RMR .Mandapaka G.M (HR) ONGC Rjy ,  Sh M.V Cherian G.M (HR) Head corporate Schools ONGC  Dehradun &the newly nominated members viz Smt.Jayamma Chief Medical officer ONGC Rjy,Sh.N.Satyanarayana Raju(Parent member),Smt S.Vanaja (parent member),Sh.T.S.Prabhakar Rao (Teacher Member) and other distinguished Members of VMC.
Firstly, the VMC Chairman(N)shri.Susil Kumar  GM(Finance),ONGC,RJY,  shri. RMR Mandapaka GM(HR)ONGC,RJY ,Shri.M.V.Cherian GM(HR) Head Corporate Schools, D&A,Dehrdun  have  graciously  distributed the medals to all those students who put up scintillating performances in the KVS  Regional Skating &Table Tennis and Athletic events.
 
ITEM-1:
-The Committee reviewed the minutes of last VMC (third VMC meeting for the years 2010-11 held on  1-03-2011).
-The Principal then read out the names of gifted students of classes I-XII.

The Principal submitted the ACTION PLAN for Qualitative and Quantitative improvement of results.
 The Principal expressed his gratitude to Mr.M.V.Cherian GM(HR)ONGC, Head Corporate Schools, Dehradun for conducting  motivational Workshops such as
1. Motivational workshop was conducted for Principal& Teachers on the topic �Empowerment through self- development on 31-07-2010(1PM-5.30PM).
2. Motivational workshop for students of class X on the topic �How to study, Study and stress free for sure shot success� on 4/08/10(9AM-01.00PM).
3. Motivational workshop for students of classes XI, XII on the topic �How to study, and Stress free Study for sure shot success� on 04/08/10(1PM-5.30PM).
- Prof. Ravi Chandra Min of Home Affairs arranged counseling and guidance classes such as
        1. Career orientation program for class IX and X students.
       2. Adolescent Awareness Programme for girls of classes VIII, IX&X students.
- Also the ONGC doctors conducted Aids Awareness programme and carried out the medical camp for our Vidyalaya students.
 
ITEMS-4:
4 (a) Approval of SF/VVN Budget:
VVN/SF revised budget for 2011-12 and budget estimates for 2012-13 was submitted to the VMC.
The VMC has approved the same.
   4(b) Approval of staff sanction:
Proposal for sanction of various posts in teaching and non teaching staff for the session 2012-13 duly signed by chairman (N) VMC was submitted to the VMC and approval has been accorded by the VMC, to submit the same to KVS for sanction. The vacancy position has been informed .VMC has requested the Principal to pursue with the KVS for filling the vacancies with regular teachers to ensure quality teaching.
 
 ITEM-5:
All India KV-Child Art Exhibition-2011
KV ONGC, RJY considers itself privileged for having conducted this competition every year since 2003. Only last year the approval for the same was not given by ONGC.This year the approval has accorded by the ONGC, to continue the same. The ONGC officials also requested to include all schools which are under ONGC. The Principal expressed his gratitude for extending their support to continue this competition.
 
 ITEM-6:
Medical facilities:
 The Chairman (N) has accepted to extend outpatient medical treatment to KV employees on par with ONGC employees and the same was instructed to the Chief Medical Officer Smt.Jayamma ONGC to do the same.
     Regarding inpatient treatment, Mr.M.V.Cherian has assured that, it will be taken up by the ONGC head quarter and will be finalized within a month or two, in the in interest of all KVs running under ONGC.
 
  ITEM-7:
Repair of school Building:
The Principal has requested for the completion of the M/R works which are unfortunately pending, at the earliest possible. The pending works are as follows
1. Repair of leakages in sunshades, verandas and in some class rooms.
2. Water proofing works, removing all other heavy rubbish over the first floor slab. The cracks are to be treated too. Water proofing treatment throughout the terrace, slabs with necessary slopes for drainage of rain water are to be done.
3. Renovation of 4 toilets.
4. Mesh doors for all windows.
5. White washing.
Other than these M&R Works, Principal has requested for Construction of stage roof and adjoining green rooms and providing wire mesh to all windows. Mr. MV.Cherian has also suggested that these are necessary.
The Chairman (N)  agreed to see that these works are attended in time.  Mr.M.V.Cherian      has also advised the ONGC civil dept to depute one expert and one staff member of the KV will identify the repairs in every class in-addition to the above. He also requested the chairman (N) to provide the wire mesh to all windows for the safety of the children.
 
ITEM-8:
Sub-staff:
Firstly, the Principal thanked ONGC for providing security guards to the Vidyalaya.  The Vidyalaya is notable to find any outsourcing agencies in RJY for house-keeping. A  request was made  to provide Labor for House �keeping also.  The Chairman (N) has informed that the outsourcing for housekeeping is under process and once it is finalized, the ONGC will provide the same.
 
ITEM-9:
Monkey/Dog Menace:  It was decided that, mesh windows for all the class rooms can be provided on request of the Vidyalaya. It was also mentioned that, ONGC has arranged the labour to catch the monkeys and leave them in the forest, but it has all been in vain.
 
Mr.M.V.Cherian GM (HR), ONGC Head corporate schools, D & A, Dehradun  suggested/Assured the following.
1. In the assembly ground, stage roof and side green houses to be constructed.
2. Invitation for participation of KV CHILD ART EXHIBITION-2011 to be extended to other schools which are under ONGC.
3. He proposed school play ground can be developed at the site behind C type Quarters.
4. (i) Prize winners of Art exhibition may be called to KV ONGC RJY to attend a 2 days� workshop and Prizes may be distributed during workshop by the ONGC officials.
   (ii). TA/DA may be provided for eligible students and escort teachers by ONGC RJY.
   (iii). Art experts should be called to interact/teach during the 2 days� workshop.
   (iv). He has directed Art teacher of KV ONGC to approach sponsors authorities like Camlin etc.
5. Toilets and electrical repair/replacements, roofs to be renovated/repaired.
9. Windows are to be fixed in all rooms of the Vidyalaya with mesh doors.
10. He requested the Vidyalaya chairman (N) to depute one expert from civil dept and one teacher member from KV to list out the repair work in each room.
* Dustbins to be provided & garbage dumped needs to be removed on regular basis in KV Staff Qrs.
11. While giving advertisement for part-time teachers, the copy may be sent to the Principal of B.Ed Colleges to sponsor meritorious candidates.
12. The unusable furniture not in good condition (which is provided by ONGC) to be repaired by engaging ONGC labour carpenter and the same may be handed over to ONGC.
13. Physics lab equipments for repair/servicing to be sent to ONGC office with proper list.
14. Mr.M.V.Cherian   promised the members of the VMC, he will approach KVS officials to appoint vacant posts shortly.
15. Motivational work for both teachers and students will be done shortly.
16. Counselling session will be conducted for this year also like previous year.
17. Both students/staff those who gave excellent result will be felicitated shortly.
18. He will make arrangements for extending Dr.Zakir Hussian National Awards to KV teachers also.
19. He will arrange for one Teacher and Principal to attend a conference which is going to be held
       in Oct/Nov2011 at IIT New Delhi.
20. Planning to mark KV ONGC RJY as pilot school.
21. He is going to introduce New concepts i.e. Airshow-Aeromodeling workshop for children. He also highlighted some working procedure about Air Show.
                Our chairman (N) VMC has observed his comments /suggestions/advised meticulously and accepted the same wholeheartedly.
Presidential concluding Remarks
1. He promised that, he will do his best for the genuine uplift of the Vidyalaya on all fronts.
2. He also informed that, the meeting happened to be more fruitful because of Mr.M.V.Cherian for his great wisdom/Knowledge.
3. He appreciated the Vidyalaya for achievements like getting the certificate of excellence for remarkable achievements in the realm of academics especially in the CBSE Board Exam year in and year out and also for doing splendidly in the world of sports too. He told that it has been possible because of the good rapport that exists between the Principal and staff with the ONGC and also for the concerted efforts being put in by all those who matter.

MINUTES OF THE VMC MEETING   2010-2011
 
Minutes of 2nd VMC meetings dated 07.12.2010
 
All members are given a warm welcome by the Principal.
 
1.        Reviewed the previous VMC meeting minutes:
Principal  Mr B.Vijaya Varma has read the Ist VMC meeting minutes.
 
2.       Activities and Achievements after Ist VMC meeting till date:
Principal gave brief report of activities and achievements in Academics, Sports, Guidance and counseling, NAEP Programme, Science Exhibition, Social Science Exhibition and about two students selected for SGFI. Mr A.M. Vijayan I/C Exams has briefed about the introduction of CCE . Principal also highlighted some more points about training of Teachers and implementation of CEE.
Chairman(N) Mr J.A. Kumar emphasized that the deserved students should get good grades and asked Principal to inform the teacher s concerned  to be honest while giving grades.
One of the VMC Member Smt Selva Narayani has suggested that some more care to be taken for slow learners for engaging extra classes.  Also she requested to call some expert counselors to counsel  the slow learners.
 
3.       Maintenance and Repair Works:
Mr. Ganesan CE Civil has explained the repair work, white washing of the Vidyalaya, leakage of roof, construction of Toilets etc. Also, Mr Ganesan  CE escorted our VMC Chairman(N) to visit the Vidyalaya and explained the work progress.
Chairman VMC(N) Mr. J.A. Kumar has called the PET Mr.Ch.VMS . Reddy and instructed to follow up the progress work of playground which is earmarked between School campus and KV Staff Quarters.  At the same time he desired
Mr. Ganesan CE to remove the mango trees immediately where the play ground is to be developed.  The target was given at the earliest possible, detailed plan about utilization of play field for different games(layout plan) to be submitted by the PET.
 
4.       Other issues of the Vidylaya
Chairman(N)  has wanted  Dr. Palaniswamy SMO  ONGC to do the medical checkup immediately after winterbreak. Regarding safety certificate of KV  from ONGC, Chairman has instructed the Civil Department to look after and issue the necessary certificate.
5.       Other issues with the permission of the Chairman.
Shri A.M.Vijayan PGT(M) being a staff Quarters representative,  requested to develop Garden, extra Street Lights, some cement platforms in the garden, removing bushes, to replace existing servants who is very old, removing stray dogs, and Chairman has assured that it will be  taken  care step by step.
Regarding medical facilities, Mr. J.A. Kumar and Dr. PalaniSwamy ensured that they will clarify the rules and action will be taken soon.

MINUTES OF THE THIRD VMC MEETING
DT 01.03.2011
1.       Principal welcomed all members. Minutes of the second meeting were reviewed.
2.       Activities and achievements after second VMC  to till date were briefed by the Principal to the members of VMC.  Chairman (N) has suggested to give the details of student strength category wise  and the same was presented to the Committee. He has also advised to submit the toppers of each class to the members.
3.       Stafff Sanction has been presented before the members and also the vacant positions. Also informed  that  vacancies are filled with part-time contractual teachers.  Chairman (N) has suggested to write to KVS (HQ) to enhance the remuneration of such teachers to at least Rs.150.00 per period so as to get Quality teachers for the posts.
4.       Chairman (N) has advised to identify local subject experts of each subject and take help from them to teach the weak students. Principal expressed his view of sanctioning additional fund from ONGC for such a project.
5.       Efforts made by the Vidyalaya for Board exam students (Classes  X & XII) was presented by the Examinations I/C  Shri AM. Vijayan.  Informed that Special classes were conducted  by Subject Experts in Dec 2010. About slow learners discussed. Progress was informed to the parents. PTA meetings held. Chairman (N) has suggested that the  the mails sent to parents may also be forwarded to him. Principal has informed that the board exams are commencing from 01.03.2011. Principal informed that the Centre Supdt.  is from out of KV.
6.       New Transfer guide lines 2011 for teachers have been explained by the VMC teacher member shri T.Ravi kumar.
7.       Student vacancy position and Admission Guidelines 2011 were briefed by Principal and all the new amendments were explained to the members. The possibility of dereservation of SC/ST  quota has been discussed.It has been informed that dereservation to General is not permissible.
8.       Staff quarter s maintenance has been discussed and Principal suggested an entry for the existing cycle stand from the other side also.

 I. RESULT ANALYSIS OF BOARD AND INTERNAL EXAMINATIONS
                     The school has been performing remarkably over the years in the board examinations and a testimony to this is it has been awarded with a Certificate for Excellence for the past three years (in the years 2006-07, 2007-08, 2008-09 to be precise). The result analysis as well as the targets for the teachers for the academic year 2009-10  was also discussed.

4 .Vidyalaya Selection Committee (Recruiting part-time contractual teachers)
III.REVISED BUDGETS FOR THE YEAR 2009-10 AND THE BUDGET ESTIMATES FOR 2010-11-School fund and VVN
                 The Revised Budget for the academic year 2009-10 and the Budget Estimate for the succeeding academic year 2010-11 SF and VVN are discussed as per the directions and approval of the VMC accorded.
IV. KVS QUARTERS �CONDITION AND LACK OF ANNUAL MAINTENANCE.
                Requests have been made by teachers staying in the quarters for proper maintenance of the same. Repair work if any would be taken up at the earliest possible assured the chairmen (N)
V. CONDEMNATION OF STOCK (EDUCATIONAL CODE�ARTICLE 34(e)
                The Vidyalaya has meticulously prepared a list of condemned articles. Very shortly the Board would be meeting for condemnation of the same.
VI. REPAIR OF SCHOOL BUILDING�PARAPET WALL AND LEAKAGE OF ROOF
                  The school is in a dire need of civil repair work as in several aspects the school is physically in a bad condition. Apropos of this,  several letters have been written to the ONGC for a prompt action on their part.
VII. OTHER POINTS
1. Fee structure has been changed as per the letter enclosed and discussed.
2. As per the instructions by KVS, one of the ground floor existing toilet needs to be modified into the  western type for Physically Handicapped and the same has been permitted by chairman (N)
3. On request of the staff, the bank accounts are to be shifted from Bank of Baroda to State Bank of India, the necessary approval for which was accorded by VMC.
4. Economic measures like consumption of water and electricity including avoiding of   wastage in the vidyalaya  have been discussed by the committee.
5. The Chairman asked to submit a requisition for the  repair works of quarters and school building once again and entrusted a civil engineer to follow up the same.
6. Health and hygiene committee has been formed to supervise the same in the school campus .
VIII. PROVISION FOR AIR CONDITIONER FOR PRIMARY AUDIO-VISUAL ROOM.
                                    Under the Common Minimum programme, the Primary section should have a separate Audio-Visual room which is equipped with an LCD Projector, a latest Computer with Inter-net connection, a color TV. Already the Vidyalaya had purchased the LCD as well as latest computer and prepared the room. Since, LCD to be used to show educational programmes/ films in the TV, the room is totally darkened. Due to this, there is lot of suffocation and the students are not able to sit and enjoy/understand the programmes/lesson.         
                               Hence, the Vidyalaya is requesting the Management to provide an Air-conditioner so as to enable the teachers and students to utilize the Audio-Visual room in a conducive atmosphere.
 IX. COMPUTERS FOR PRIMARY/ SECONDARY SECTION.
                  The Vidyalaya is already having 25(Twenty five) computers. Out of which 12 (Twelve) computers very old and out dated. Last year, we had condemned 4(Four) computers. The present 12(Twelve) are also of the same category. Since their spares are not available, the students as well as the teachers are not able to utilize them even for normal teaching.                                                                                    
                           Hence, the Vidyalaya is requesting the Management to provide at least 10(TEN) latest computers so that Technical aided learning/ Computer aided learning will be more effective and useful.
   X.PROPOSED PLAY GROUND
                        We are very happy to inform that the Management has already proposed the adjacent ground  for Vidyalaya play ground. On inspection of the ground , it is understood that it is a sandy soil. It cannot be used immediately for playing. The ground should be leveled with red soil, and also the surface should be hardened. It is a fact that Vidyalaya with limited resources, this cannot be done.
                        Hence, the Vidyalaya has requested the Management to prepare the ground for playing so that Vidyalaya will purchase the necessary equipment for playing Foot Ball/ Volley Ball/Hand ball and also Cricket cemented Pitch and the same has been accepted by the VMC Chairman(N).
XI.REVERSE OSMOSIS (R.O) EQUIPMENT FOR PURE DRINKING WATER
                                    The Vidyalaya is having one water cooler which is connected to an Aqua-guard. Since, there is only one cooler for the entire school, all the students are utilizing the same for drinking. The aqua guard is an old one and not meeting the needs of the children.
                Hence, the Vidyalaya has requested the Management to provide Two (2) R.O Equipments, one for the students and the other for the staff.
XII.WATER COOLER
                It is a fact that the Vidyalaya is having only one water cooler and so the students are not having sufficient access to clean , pure and cool drinking water.
                Hence, the Vidyalaya has requested the Management to provide a water cooler.
 XIII.SECURITY GUARD FOR STAFF QUARTERS
                        It is fact that the ONGC staff quarters are being guarded 24 hours by the Security guards. Due to this arrangement, the monkeys are running towards the KV Staff quarters all the time. Sir, it is a fact that the milkman, the servant maids, the paper boy and the post man have stopped coming to the KV Staff quarters. Sir, even the small children fear to play in the evening times. Most of the times, the monkeys attack  people without any provocation.
                        Hence, the Vidyalaya has requested the Management to depute security guard/ guards for the KV Staff quarters so that the staff members and their family members can live without fear.
XIV.LCD PROJECTOR
                        The LCD Projector in the Secondary section was purchased about eight years back. It used to work well and staff utilized it to the maximum extent possible. Two years back, the bulb got fused and it was replaced by the company (ONIDA). About one year back, the projector stopped working again and the same was sent to Hyderabad for repair. It was repaired and the staff started using it. But, unfortunately within a short time it went out of order. When the company was contacted,  their  response was that it cannot be repaired.              
                                    Hence, the Vidyalaya has requested the Management to provide the latest LCD Projector so as to enable the staff to utilize the same for effective teaching.
XV.LAP-TOP FOR THINK-QUEST ADMINISTRATOR AND FOR PRINCIPAL 
                     The Vidyalaya is very actively participating in the International Competitions being organized by the Oracle Corporation. This Vidyalaya submitted 12 projects on various topics and one project got appreciation. Almost all the students and staff members are submitting projects to Oracle. The administrator Sri T.Ravi Kumar had hectic job in monitoring  all these projects before uploading them.
                       It is a fact that the Principal will have to look after not only the administration work but also the Academic work. In this connection, the principal will have to monitor the school website updation work as well the school e-mails.                                       
                         Hence, the Vidyalaya has requested the Management to provide the TWO (2) Lap-tops for the above.
 XVI.GROUP-D VACANCY- PERMISSION FOR PRIVATISATION OF CLEANING  SERVICES
                     One of the Group-D got a promotion as a lab-attender.  A vacancy has  been created due to this.  Therefore privatization of cleaning services may be allowed.
